Abstract
This research is done with accordance to His Majesty The Sultan of Brunei, Kebawah Duli Yang Maha Mulia Paduka Seri Baginda Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah speech while chairing the Islamic Religious Special Convention at the Dewan Majlis Mesyuarat Negara on 13th January 2009M, corresponding to 16 Muharram 1430H. In addition to gain knowledge of the transferring the zakat to other county in details. This is to educate the public on the importance of this matter, especially when the zakat transfer is being use to help the other countries in need due to natural disaster. Thus, we are to learn in details in relation to this global issues. This research consist of three chapter. The first chapter, the author define “Zakat” from all aspect with referencing the Al-Quran and Prophet SAW hadith, including the “ijmak” point of view regarding zakat. While in the second chapter, the author describe the types of zakat which is Zakat Fitrah and Zakat Harta. Finally in the third chapter, the author discuss about the eight asnaf, zakat recipient, mention in the Al-Quran, in Surrah Taubat verse sixty. The author also mention the four mazhab opinion on transferring zakat. These studies is a form of research using debate methodology and observe by university supervisor. The author use several references to gather the information such as from the other research and past studies that had been conducted in relation to this topic. The author also use the internet as one of the reference form. In conclusion, in important result it is possible to transfer the zakat as long as there is no right full ashnaf in the country, or there is balance after the zakat has been distributed to the right full ashnaf, to conclude, only the ruler or head of state can transfer the zakat to other country.
